Salary Range: Airport Pay Range: $62,441.60-$72,581.60 annually, depending on knowledge and experience.
QUALIFICATIONS
Education and Experience:- Graduation from an accredited college or university with an Associate’s Degree in Construction Management, Civil/Environmental Engineering, or a related discipline;
- and five (5) years of pertinent experience in civil/environmental project management, and roadway construction, or public works operations;
- or an equivalent combination of education and experience.
Licenses or Certifications:- Possession of an appropriate driver’s license for equipment operated and any license, training, or certification required by law or regulation to complete assigned tasks.
- Certification as a Professional Project Manager is a preferred.
Special Requirements:- Serve as emergency critical staffing during and after any emergency management event.
- Periodically work special events.
JOB SUMMARY
This is highly responsible professional and administrative work coordinating public works projects for the Public Works Director and Division Managers.
An employee in this class is responsible for planning, directing and coordinating activities to ensure projects are accomplished within prescribed time frames and funding parameters. Works under the general supervision of the Public Works Director and assists in the day-to-day functioning of the Public Works Department. Independent judgment and initiative are required. Employee works with outside consultants, outside contractors, in-house professional, technical, and clerical employees on a variety of projects. Work is reviewed by periodic conferences and/or the evaluation of plans, reports and accomplishments based on observed and attained results.
ESSENTIAL JOB FUNCTIONS- Works with Director and Division Managers to develop, update and maintain policy and procedures, specific to Public Works.
- Tracks annual maintenance contracts and agreements and processes necessary annual renewals.
- Develop public bid packages and execute contracts for various purchasing methods (Quotes, RFQ, ITB, RFP, etc).
- Schedule contractors for maintenance and/or construction activities.
- Develops City Council Agenda Items.
- Responsible for obtaining and documenting quotes from contractors/vendors on smaller projects.
- Order and track capital equipment orders.
- Annually review and update the Public Works Continuity of Operations Plan (COOP) and Emergency Response plan.
- Serves as the alternate Public Works Incident Commander for natural disasters, special events and other emergencies that impact the City.
- Responsible for the Public Works asset management program and work order system.
- Produce metric reports for management.
- Coordinates and maintains a database of job specific training for Public Works staff and tracks certification renewals.
- Organize and/or develop and deliver safety training.
- Performs other related duties as assigned.

While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, peripheral vision, and depth perception.
WORK ENVIRONMENT
Work is primarily sedentary in nature and performed in an office environment. The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions.
