- General Description of Duties

This position is responsible for performing a variety of routine and complex technical assignments, relative to the construction field, with emphasis on road resurfacing and construction inspection, to ensure compliance with approved plans, FDOT specifications, Land Development Code, public safety, and other applicable regulations. This position is distinguished from that of the Inspector by the level of independence the employee functions in, and the advanced knowledge acquired through training and work experience. This position is expected to take a leadership role in the field, carrying out inspection activities, and resolving issues in the field.- Essential Job Functions

- Schedules and coordinates inspections of Resurfacing, Dirt Road Paving and Contractual Services to determine conformance with specifications and compliance with established safety and industry standards.
- Drafts and calculates field notes to document quantities, alignment, and locations according to project specifications to document progress and estimates.
- Performs as Lead Inspector in the field including reviewing weekly inspection forms, vendor invoices and quarterly inspection documents to ensure accuracy and completeness; identifies inconsistencies and resolves discrepancies when possible.
- Assists the Resurfacing Supervisor in the supervisory operation of inspections, purchasing, work order processing, equipment inventory, preparing reports, and planning.
- Perform daytime and nighttime on-site field inspections of various contracted pavement rehabilitation methods continuously during application by contractors.
- Attends safety meetings and/or participates in safety inspections.
- Calculates dimensions, profile specification, and quantities of materials for contracted services.
- Must interact with numerous departments, agencies, contractors, and citizens.
- Conduct field investigations to ensure compliance with Osceola County codes and other regulations.
- Plans, directs, and controls the work of employees who are not direct reports but who provide support to the goals and objectives of the section and organization.
- Assists in the development of the Contractual Services budget.
- Approves invoices for payment, attends pre-bid meetings, works with Resurfacing Supervisor in contractor scope of work updates, inspects resurfacing, dirt road paving and other contractual services of Road and Bridge within Osceola County rights-of-way to ensure all terms of contractual agreements are adhered to.
- Document and file various types of daily inspection sheets, along with inputting daily paperwork into a computer tracking system.
- Document contractor deficiencies; submit necessary paperwork to Procurement and issues correction notices to contractors.
- Support the goals and needs of other sections that are not under your supervision.
- Trains, coaches, and mentors other Inspectors.

- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
- Minimum Qualifications
Education: High School Diploma or GED.
Experience: Two (2) years responsible experience in infrastructure maintenance, pavement rehabilitation inspection, contract management, or a combination of relevant training and experience.
Miscellaneous: Must possess a Valid Florida Driver’s License
Required Licenses/Certifications:- Must possess FDOT Temporary Traffic Control (TTC) Intermediate Certificate.
- Must possess the following certifications at time of employment or be able to obtain the certifications within one year of appointment:
- FDOT Asphalt Paving Level 1 and 2
- FDOT Earthwork Construction Level 1
- Knowledge, Skills and Abilities
- Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
- Knowledge of the geography, streets and right of ways in Osceola County.
- Knowledge of pavement rehabilitation quality and controls.
- Knowledge of MOT regulations and controls.
- Knowledge of interpreting contract specification and scope of work language.
- Knowledge of keeping logs, recording the activities related to a project, weather conditions, nature and location of work being performed, verbal instructions and interpretations given to the designer and contractor, specific observations, any occurrence or work that might result in a claim for a change in contract sum or duration.
- Knowledge of maintaining records according to industry standards for all projects. Records shall generally include but not be limited to all correspondence, contract documents, change orders, RFI's, photographs, etc.
- Ability to supervise subordinate personnel.
- Ability to interpret rules, regulations, and policies for effective decision-making in accordance with established precedent.
- Ability to evaluate and analyze data and make recommendations based on sound judgment.
- Ability to work independently in an office and field environment.
- Ability to read and understand maps and plans.
- Ability to access, operate and maintain various software applications.
- Ability to operate basic office equipment.
- Ability to effectively communicate both verbally and in writing; ability to speak effectively before public groups and respond to questions.
- Ability to establish and maintain effective working relationships and communications with co-workers, business and community interest groups, and the general public.
- Thorough knowledge of maintaining records, in an orderly manner, at the construction site and office.
- Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with little or no direction.
- Ability to perform routine to moderately complex mathematical computations and tabulations accurately and efficiently.
PHYSICAL DEMAND REQUIREMENTS:- Physical Demand: Medium
- 50 lbs. maximum lifting.
- Occasional (up to 1/3 of the work time) lifting, carrying, pushing, and pulling up to 25lbs.
- Expressing or exchanging ideas by spoken word or perceiving sound by ear.
- Good eyesight for production or safety of self and others.
- Physical demand requirements are in excess of light work.
- Occasional walking or standing will be required.
- Physical agility is required in kneeling, bending, stooping, and reaching.
- Required to have clear vision at distances of 20 inches or less.
